二、 招標(biāo)項(xiàng)目?jī)?nèi)容：
 上海臨港新片區(qū)投資控股（集團(tuán)）有限公司因資金需求，擬向有關(guān)部門申請(qǐng)發(fā)行金額為人民幣10億元公司債券、期限不超過5年（含），現(xiàn)通過本項(xiàng)目委托一家企業(yè)擔(dān)任本項(xiàng)目主承銷商（具體發(fā)行額度以實(shí)際發(fā)行金額為準(zhǔn)）。主承銷商應(yīng)提供債券相關(guān)發(fā)行的承銷服務(wù)，具體為采購人提供切實(shí)可行的公司債券的發(fā)行方案；負(fù)責(zé)協(xié)調(diào)組織律師、會(huì)計(jì)師等所有中介機(jī)構(gòu)，形成債券發(fā)行團(tuán)隊(duì)，統(tǒng)籌協(xié)調(diào)所有中介機(jī)構(gòu)的各項(xiàng)工作，負(fù)責(zé)債券的申報(bào)及報(bào)批等相關(guān)工作；負(fù)責(zé)資金募集，和發(fā)行后服務(wù)。（具體內(nèi)容詳見第三章服務(wù)需求書）
Shanghai Lingang New Area Investment Holding (Group) Co., Ltd. due to capital requirements, intends to apply to relevant authorities for the issuance of RMB 1 billion corporate bonds with a term of no more than 5 years (inclusive). Now, through this project, it entrusts an enterprise to act as the lead underwriter of this project (the specific issuance amount is subject to the actual issuance amount). The lead underwriter should provide underwriting services related to the bond issuance, specifically providing the purchaser with a feasible issuance plan for corporate bonds; responsible for coordinating and organizing lawyers, accountants and all other intermediary agencies to form a bond issuance team, coordinating the work of all intermediary agencies, and being responsible for the application and approval of the bond issuance and other related work; responsible for raising funds and providing post-issuance services. (For specific details, please refer to Chapter 3 of the Service Requirements Document) 
三、 投標(biāo)人資格
 1.滿足《中華人民共和國政府采購法》第二十二條規(guī)定；
2.落實(shí)政府采購政策需滿足的資格要求：（1）扶持中小企業(yè)政策：本項(xiàng)目不是專門面向中小企業(yè)采購，評(píng)審時(shí)小型和微型企業(yè)產(chǎn)品享受10%的價(jià)格折扣；（2）扶持殘疾人福利性單位，并將其視同小微型企業(yè)。
3.本項(xiàng)目的特定資格要求：
（1）符合《中華人民共和國政府采購法》第二十二條的規(guī)定；
（2）未被“信用中國”（www.creditchina.gov.cn）、中國政府采購網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購嚴(yán)重違法失信行為記錄名單；
（3）須系我國境內(nèi)依法設(shè)立的法人或非法人組織；
（4）投標(biāo)人須具備《中華人民共和國經(jīng)營證券期貨業(yè)務(wù)許可證》；
（5）本項(xiàng)目不允許轉(zhuǎn)包。

2. Qualification requirements for implementing government procurement policies: (1) Support for small and medium-sized enterprises: This project is not specifically targeted at small and medium-sized enterprises. During the evaluation, products from small and micro enterprises will enjoy a 10% price discount; (2) Support for welfare units for the disabled, and treat them as small and micro enterprises.
3. Specific qualification requirements for this project:
(1) Comply with the provisions of Article 22 of the Government Procurement Law of the People's Republic of China.
(2) Not be listed as a dishonest executive, a major tax violation entity, or a serious violator of government procurement laws on Credit China (www.creditchina.gov.cn) or the China Government Procurement Network (www.ccgp.gov.cn).
(3) Must be a legal person or non-legal person organization established in accordance with the laws of the People's Republic of China.
(4) The bidder must hold a License for Operating Securities and Futures Business of the People's Republic of China.
(5) Subcontracting is not allowed for this project.
